I think that there is definitely some frustration with hikers and cross country skiers, however every time I have been in there (which is quite frequent) people are always friendly. I did get stopped by a XC skier while riding there in January on what were almost perfect hard packed snow conditions without studs. He told me the place was closed to bikers from January 1st until April and continued to say that the signs were posted at all trail entrances.

Well let me tell you that there are no signs stating closings, let alone maps that tell you where you are. I had to bike down to a main parking lot to find the huge sign with map and postings. After searching on the board for literally 5 minutes, I noticed in small print under an 8x10" mt bike loop map mentioning the closing. For someone who doesn't park on the main lot, or just happen to know about the closing, how would you ever know? HOWEVER there are HUGE signs regarding hikers and their dogs that must be leashed at all times. I am not sure I have ever seen a dog tied up anywhere throughout the Fells. If rules in general are going to be enforced, the outrage cannot be solely against bikers.
